Course Outlines

Το μάθημα εξετάζει την πολιτική ιστορία των νεοσύστατων δημοκρατιών του Καυκάσου και της Κεντρικής Ασίας. Γίνεται αναφορά στο πολιτικό σύστημα και την κοινωνία της Αρμενίας, Γεωργίας, Αζερμπαϊτζάν, Καζακστάν, Ουζμπεκιστάν, Κιργιστάν, Τουρκμενιστάν και Τατζικιστάν. Επίσης, εξετάζεται η εξωτερική πολιτική των συγκεκριμένων χωρών και ο ρόλος των Μεγάλων Δυνάμεων στον Καύκασο και την Κεντρική Ασία. Ιδιαίτερη έμφαση δίδεται στον ρόλο της Κίνας ως ανερχόμενης στρατιωτικής και οικονομικής δύναμης στην περιοχή. Τέλος, αναλύονται τα ενεργειακά τεκταινόμενα σε Καύκασο και Κεντρική Ασία με έμφαση στη γεωπολιτική του φυσικού αερίου και τον ρόλο των ρωσικών ενεργειακών εταιρειών.

Course Outlines

During the Cold War period, the Balkan region was one of the frontlines of the East-West confrontation. However, one of the main implications of the ending of the Cold War has been the emergence of new regions in the former communist bloc. South-Eastern Europe has become once again a crossroads where great powers and local states seek influence, compete or cooperate with each other over markets and resources. The region presents challenges to global security, as well as opportunities for the overall interests of the international community. For reasons of geographical proximity, those challenges concern first and foremost the European Union. They arise from the region’s demographic situation and migratory pressures, inter-state and ethnic conflicts, terrorism and organized crime.

Το μάθημα μελετά κριτικά τις θεωρητικές προσεγγίσεις της διεθνούς πολιτικής. Ειδικότερα εξετάζονται οι σχολές σκέψης και θεωρητικές εκδοχές του ρεαλισμού, του φιλελευθερισμού, του νεορεαλισμού, του νεοφιλελευθερισμού, των μαρξιστικών προσεγγίσεων και της Κριτικής Θεωρίας, του κοινωνικού κονστρουκτιβισμού, του μεταστρουκτουραλισμού, της μεταποικιακής θεωρίας, της κανονιστικής θεωρίας και μιας μετα-κριτικής ερμηνευτικής προσέγγισης της διεθνούς πολιτικής. Οι παραπάνω προσεγγίσεις δεν εξετάζονται απλά ως αφηρημένες θεωρητικές κατασκευές, αλλά ως τρόποι κατανόησης και διαμόρφωσης της διεθνούς πολιτικής. Στόχος του μαθήματος δεν είναι απλά να βοηθήσει τις/τους φοιτήτριες/ητές να κατηγοριοποιήσουν και να ταξινομήσουν τις θεωρίες της διεθνούς πολιτικής ως εργαλειοθήκες χρήσιμες στην επεξήγηση της διεθνούς πολιτικής. Η αναγνώριση των ομοιοτήτων και διαφορών μεταξύ τους ή ο εντοπισμός συγκεκριμένων προσεγγίσεων εντός ορισμένων σχολών σκέψης είναι βέβαια σημαντικός. Ωστόσο, δεν πρέπει να παραγνωρίζεται η θεωρητική μετατόπιση και μεταβολή στο έργο των θεωρητικών. Κάθε ολοκληρωμένη θεωρητική πρόταση είναι πάντοτε ήδη μια ιστορικά και πολιτισμικά συγκεκριμένη απόκριση σε συγκεκριμένα προβλήματα, ζητήματα, γεγονότα ή συζητήσεις. Κάθε θεωρία απαντά στο πλαίσιο της παραγωγής της, παραμένει εμπεδωμένη σε αυτό το πλαίσιο, «συναντά» άλλες θεωρίες εντός αυτού, αλλά και συχνά αγωνίζεται να «ξεπεράσει» αυτό το πλαίσιο. Η κατανόηση της Θεωρίας των Διεθνών Σχέσεων αντιμετωπίζεται λοιπόν εδώ ως μια διαδικασία ερμηνείας. Αντί να αναζητά κανείς τη συνέχεια ή την ομοιογένεια στη θεωρητική εξέλιξη, οφείλει να αναγνωρίζει τις θεωρητικές ασυνέχειες και να προσπαθεί να τις συνδέσει με σύγχρονες ασυνέχειες στο πεδίο της πολιτικής πράξης. Ο κεντρικός στόχος του μαθήματος είναι λοιπόν διττός: να βοηθήσει τις/τους φοιτήτριες/ητές να κατανοήσουν ότι α) η Θεωρία των Διεθνών Σχέσεων δεν είναι μια ουδέτερη και αντικειμενική απεικόνιση της διεθνούς πολιτικής και β) ότι καμία συνειδητή πολιτική πράξη δεν είναι ποτέ ανεξάρτητη από ή άσχετη προς μια συγκεκριμένη θεωρία, μια κοσμοθεωρία σχετικά με το τι είναι ή θα έπρεπε να είναι η διεθνής πολιτική, που βρίσκεται ή θα έπρεπε να βρίσκεται η διεθνής πολιτική, πώς και από ποιον παράγεται ή θα έπρεπε να παράγεται κτλ. Με αυτή την έννοια, η υιοθέτηση μιας συγκεκριμένης θεωρίας αντί άλλων δεν είναι μια τυχαία ή βολική επιλογή. Είναι ένα σοβαρό καθήκον, κυριολεκτικά μια πολιτική επιλογή.
