Postgraduate Studies Committee
1. In each Higher Education Institution, a Postgraduate Studies Committee is established by a decision of the Senate, following a proposal from the Deans of the Schools within the University. The Committee is composed of one (1) member of the Teaching and Research Staff from each University School, one (1) member from the categories of Special Educational Staff , Laboratory Teaching Staff , and Special Technical Laboratory Staff, and the Vice-Rector responsible for academic matters, who serves as the President. Committee members have experience in organizing and participating in second cycle study programs. The term of office for the Committee is two (2) academic years. Universities with only one (1) School are exempt from the obligation to establish a Postgraduate Studies Committee.
2. he Committee's responsibilities include:
a) Providing recommendations to the Senate of the Higher Education Institution, regarding the establishment of new graduate study programs or the modification of existing ones. This involves evaluating requests from Department Assemblies for new programs, reviewing feasibility and sustainability reports, assessing cost estimates, and deciding whether to refer proposals back for further justification or completion if they are insufficiently justified or incomplete.
b) Preparing draft Regulations for second and third cycle programs of the Higher Education Institution and submitting them to the Senate for approval.
c) Drafting a standard template for the Operating Regulations of Postgraduate Studies Programs.
d) Monitoring compliance with the Operating Regulations of postgraduate study programs.
e) Overseeing the implementation of relevant legislation, regulations, and decisions of the administrative bodies of the Higher Education Institution related to postgraduate study programs.
f) Supervising the application of the process for exemptions from the obligation to pay tuition fees.
g) any other authority defined by the Internal Regulation.
3. By decision of the Senate, based on the recommendation of the Postgraduate Studies Committee, the regulation of postgraduate and doctoral study programs is approved as a separate chapter within the internal operating regulations of the Higher Education Institution.
4. The regulation of postgraduate and doctoral study programs, as outlined in Paragraph 3, addresses at least the following issues:
a) The criteria for determining the minimum and maximum number of students admitted to each postgraduate and doctoral study program of the Higher Education Institution.
b) The admission criteria for students and the selection process.
c) The policy on setting tuition fees, including the maximum amount for postgraduate study programs within each School of the University.
d) The rights and obligations of postgraduate students and Ph.D candidates.
e) The maximum number of specializations allowed per postgraduate study program.
f) The procedure for awarding scholarships, both remunerative and non-remunerative, including the maximum number of scholarships and the criteria for awarding them.
g) The terms for full-time and part-time studies, as well as the conditions under which students can suspend and resume their studies.
H) The internal evaluation process for postgraduate study programs, including the evaluation of courses and educators by students.
I) The terms and conditions for organizing postgraduate study programs using synchronous and asynchronous distance education methods, as well as other issues related to the use of distance education.
j) The requirements for preparing feasibility and viability studies and budgets for new postgraduate study programs.
k) Issues related to examinations and other methods for evaluating postgraduate students' performance.
l) The procedure for assigning auxiliary teaching work to Ph.D. candidates, including the maximum hourly remuneration that can be charged to the University’s private, own, and international resources.
m) the process of doctoral degree conferments and
n) Any other issues related to the organization and operation of postgraduate and doctoral study programs at the University.
