    Course Outlines

    This course aims at tracking the importance of Cultural Diplomacy as it is interlinked with the exercise of the Greek foreign policy, in the context of international relations and international organizations. In the initial introductory lectures the notion of cultural diplomacy will be analyzed as well as its evolution throughout history. Afterwards special emphasis will be given to the Greek bilateral cultural diplomacy and how it is exercised (Ministry of Foreign Affairs, of Tourism, of Education, Ecumenical Patriarchate) while an indicative reference will be made to the cultural diplomacy of other states ( i.e. France, USA, Germany, UK etc.)
    The second part of the lectures will focus on multilateral cultural diplomacy and the organizations and the fora in the context of which it is exercised. The role of UNESCO, EU, and the Council of Europe will be further analyzed as well as other institutions on the field such as Asia-Europe Cultural Dialogue. Finally the audience will be further introduced in the contemporary challenges, the clash of civilizations but also the intercultural and interreligious dialogue.

    Course Outlines

    The course examines at first the theoretical background of regulatory governance, the concept of regulation as a tool of implementing policies, the types, means and institutions of regulation. This approach entails the conditions for quality regulations and their impact on delivering effective regulations and reducing the possibilities as well as the characteristics of regulatory failure. The analysis is further elaborated in the EU institutional and legal context. The scheme of EU budgetary governance is also examined. A main element of the course is the verification of the compatibility of regulatory and budgetary governance in the EU context. Then, the course entails an examination of the audit schemes in the EU. The analysis of the overall framework provided by the EU to the Member States on formulating national reform policies (Lisbon Strategy till 2010, Europe 2020 since 2010) is also included. Emphasis is paid particularly to the choices made by the Member States within their national reform programmes. The course entails also an analysis on the budgetary governance and management of the resources provided by the EU to the Member States, in order to support them in the implementation of their national reform programmes as the context of the national regulatory governance.

    The course is divided into three parts. The first is an introductory presentation of the EU and a theoretical approach to the concept of convergence and other related concepts such as coordination and harmonisation in the context of the European Union. The second part focuses on the economic convergence policies adopted by the EU, such as the Customs Union, the Common/Single/Internal Market, the Economic and Monetary Union, the Taxation Policy and their impact on the coordination of Member States' fiscal policies (including an analysis of procedures such as those of the Stability Pact, the European Semester, the Fiscal Compact). The third part deals with the EU's international financial activity through development and humanitarian aid policies and the structure and functioning of the relevant institutions and financial instruments (Cotonou Treaty, European Development Fund, etc.) with an emphasis on their political and financial content.

    Το μάθημα αποσκοπεί στην εισαγωγή των φοιτητών στο ευρύ πεδίο της ευρωπαϊκής κοινωνικής πολιτικής και στην καθοδήγηση της μελέτης τους σε ζητήματα που αναδύονται υπό την επίδραση των διεθνών εξελίξεων. Ιδιαίτερη έμφαση αποδίδεται σε θεματικές που συνδέονται με την τρέχουσα επικαιρότητα, με στόχο την εξοικείωση των φοιτητών με τις προοπτικές των κοινωνικών πολιτικών στην Ευρώπη, αλλά και την ανταπόκρισή τους στις προκλήσεις που παρουσιάζει η μελλοντική μετάβασή τους ως αποφοίτων στην αγορά εργασίας. Περιγράφεται το βασικό εννοιολογικό και θεωρητικό πλαίσιο και παρουσιάζονται συγκριτικά διαφορετικά συστήματα κοινωνικής πολιτικής, με στόχο την καλύτερη κατανόηση και αποτίμηση των προβληματισμών που τίθενται κάθε φορά σε πολιτικό και οικονομικό επίπεδο. Προσεγγίζεται η σχέση μεταξύ της κοινωνικής πολιτικής και της ευρωπαϊκής ενοποίησης, περιγράφεται η διαχρονική αναζήτηση ενός κοινού ευρωπαϊκού πλαισίου κοινωνικής πολιτικής και αναλύονται το σχετικό ευρωπαϊκό θεσμικό πλαίσιο και οι μηχανισμοί. Το μάθημα εστιάζει ιδιαίτερα στην ανάδειξη των ευρωπαϊκών πολιτικών και πρωτοβουλιών για την αντιμετώπιση των κοινωνικών ανισοτήτων και του κοινωνικού αποκλεισμού και την επίτευξη κοινωνικής συνοχής, καθώς και σε ειδικότερα επίκαιρα ζητήματα της κοινωνικής πολιτικής στην Ευρώπη (απασχόληση, κοινωνία των πολιτών, Μ.Κ.Ο., κοινωνική ευθύνη, κοινωνική οικονομία και κοινωνική επιχειρηματικότητα, συστήματα κοινωνικής ασφάλισης και υγείας, κλπ.).

    Course Outlines

    The fields of social policy and lifelong learning are in close interaction with the contemporary socioeconomic challenges at national (state) and supranational (EU, international system) level. The course aims at helping students to develop a deep insight into these challenges. It analyses the main theoretical and the conceptual framework of social policy and of lifelong learning. It explores the relevant policies of the EU and of the international organisations and presents their development in relation to the arising challenges in the global environment at legislative and operational level. It includes the study of education policies with a special focus on lifelong learning, of employment and unemployment, of social security and health policies, as well as of issues regarding the civil society and social responsibility. Such dimensions are considered important because they are closely connected not only to the contemporary socioeconomic conditions, but also to the necessity of preparing students to confront the challenges of their transition to the labour market.

    Undoubtedly education policy is very important in planning and implementing a broad range of initiatives and actions at international, European and national level. Its role has been reinvigorated by modern circumstances; for this reason, the study of certain issues of education policies has acquired a new interest. The course analyses the basic theoretical framework regarding education, as well as the strategies and the policies of various international and EU organisations on issues of education, vocational education and training, and lifelong learning with a special focus on their socioeconomic dimensions. Also, the course makes reference to special issues, such as the quality and the certification of education; the investment in education and any impact at a social and economic level; the management of educational resources; the formation and the internationalisation of the market of educational services; the connection between education and the labour market, etc. By approaching particular international and European education policy themes, the course aims at helping students develop the appropriate knowledge foundations and become competent in planning, implementing and managing relevant policies and activities when they enter the labour market.
