Course Outlines
This course aims at tracking the importance of Cultural Diplomacy as it is interlinked with the exercise of the Greek foreign policy, in the context of international relations and international organizations. In the initial introductory lectures the notion of cultural diplomacy will be analyzed as well as its evolution throughout history. Afterwards special emphasis will be given to the Greek bilateral cultural diplomacy and how it is exercised (Ministry of Foreign Affairs, of Tourism, of Education, Ecumenical Patriarchate) while an indicative reference will be made to the cultural diplomacy of other states ( i.e. France, USA, Germany, UK etc.)The second part of the lectures will focus on multilateral cultural diplomacy and the organizations and the fora in the context of which it is exercised. The role of UNESCO, EU, and the Council of Europe will be further analyzed as well as other institutions on the field such as Asia-Europe Cultural Dialogue. Finally the audience will be further introduced in the contemporary challenges, the clash of civilizations but also the intercultural and interreligious dialogue.

Το μάθημα εστιάζει στη λειτουργία των κανόνων και του προϋπολογισμού της ΕΕ ως
ένα εργαλείο υποστήριξης των διαρθρωτικών αλλαγών που υλοποιούν τα κράτη μέλη
στο πλαίσιο των Εθνικών Προγραμμάτων Μεταρρύθμισης. Το μάθημα διακρίνεται σε
δυο μέρη:
Στην αρχή του πρώτου μέρους εξετάζεται το θεωρητικό υπόβαθρο της ρυθμιστικής
διακυβέρνησης, η έννοια της ρύθμισης ως εργαλείο εφαρμογής πολιτικών, καθώς και τα
είδη και τα μέσα της ρύθμισης. Αυτή η εξέταση εμβαθύνεται περισσότερο με αναφορά
στο θεσμικό και νομικό πλαίσιο της ΕΕ. Το σχήμα της δημοσιονομικής διακυβέρνησης
της ΕΕ επίσης αποτελεί αντικείμενο εξέτασης. Βασικό στοιχείο του μαθήματος είναι η
ανάλυσης της πιστοποίησης συμβατότητας μεταξύ ρυθμιστικής και δημοσιονομικής
διακυβέρνησης στην ΕΕ, ενώ αναφορά γίνεται και στο σχήμα ελέγχου τήρησης των
ρυθμίσεων σε θεσμικό και δημοσιονομικό επίπεδο.
Το δεύτερο μέρος του μαθήματος περιλαμβάνει την ανάλυση του συνολικού
πλαισίου που έχει θεσπίσει η ΕΕ ώστε τα κράτη μέλη να διαμορφώσουν και να
υλοποιήσουν τις εθνικές πολικές μεταρρύθμισης (Στρατηγική Λισσαβόνας εως το
2010, Ευρώπη 2020 από το 2010). Δίδεται έμφαση στις επιλογές που κάνουν τα
Κράτη Μέλη στο πλαίσιο των εθνικών προγραμμάτων μεταρρύθμισης. Το μάθημα
περιλαμβάνει μια ανάλυση της διαχείρισης των πόρων που διαθέτει η ΕΕ προς τα
κράτη μέλη ώστε να τα υποστηρίξει στην υλοποίηση των εθνικών προγραμμάτων
μεταρρύθμισης.

The content of this course is divided into three parts. The first refers to the coordination of national economic and financial policies, as this coordination has been stated in the Stability and Growth Pact. Within this framework, issues such as tax competition in the EU, the necessity of rules on national economy and finance within the EMU scheme, the management of SGP terms such as public deficit and public debt are examined. The second part of the course focuses on the financial system the EU itself. It entails an analysis on the own resources system, the general principles of the EU budget, and the implementation of the EU policies through their financing by the EU budget (expenditure). The third part of the course examines the international financing activities of the EU. In that respect, the various funding instruments for issues such as development or humanitarian aid (ie the European Development Fund, the Cotonou Agreement, the Guarantee Fund, the MEDA, ALA, TACIS, CARDS programmes etc) along with their respective tools (loans, guarantees, direct payments, donations, subsidies, etc) are examined, in the light of the relevant political decisions.- EUROPEAN POLICY: EDUCATION AND CULTURE

Το μάθημα αποσκοπεί στην εισαγωγή των φοιτητών στο ευρύ πεδίο της ευρωπαϊκής κοινωνικής πολιτικής και στην καθοδήγηση της μελέτης τους σε ζητήματα που αναδύονται υπό την επίδραση των διεθνών εξελίξεων. Ιδιαίτερη έμφαση αποδίδεται σε θεματικές που συνδέονται με την τρέχουσα επικαιρότητα, με στόχο την εξοικείωση των φοιτητών με τις προοπτικές των κοινωνικών πολιτικών στην Ευρώπη, αλλά και την ανταπόκρισή τους στις προκλήσεις που παρουσιάζει η μελλοντική μετάβασή τους ως αποφοίτων στην αγορά εργασίας. Περιγράφεται το βασικό εννοιολογικό και θεωρητικό πλαίσιο και παρουσιάζονται συγκριτικά διαφορετικά συστήματα κοινωνικής πολιτικής, με στόχο την καλύτερη κατανόηση και αποτίμηση των προβληματισμών που τίθενται κάθε φορά σε πολιτικό και οικονομικό επίπεδο. Προσεγγίζεται η σχέση μεταξύ της κοινωνικής πολιτικής και της ευρωπαϊκής ενοποίησης, περιγράφεται η διαχρονική αναζήτηση ενός κοινού ευρωπαϊκού πλαισίου κοινωνικής πολιτικής και αναλύονται το σχετικό ευρωπαϊκό θεσμικό πλαίσιο και οι μηχανισμοί. The fields of social policy and lifelong learning are in close interaction with the contemporary socioeconomic challenges at national (state) and supranational (EU, international system) level. The course aims at helping students to develop a deep insight into these challenges. It analyses the main theoretical and the conceptual framework of social policy and of lifelong learning. It explores the relevant policies of the EU and of the international organisations and presents their development in relation to the arising challenges in the global environment at legislative and operational level. It includes the study of education policies with a special focus on lifelong learning, of employment and unemployment, of social security and health policies, as well as of issues regarding the civil society and social responsibility. Such dimensions are considered important because they are closely connected not only to the contemporary socioeconomic conditions, but also to the necessity of preparing students to confront the challenges of their transition to the labour market.

Undoubtedly education policy is very important in planning and implementing a broad range of initiatives and actions at international, European and national level. Its role has been reinvigorated by modern circumstances; for this reason, the study of certain issues of education policies has acquired a new interest. The course analyses the basic theoretical framework regarding education, as well as the strategies and the policies of various international and EU organisations on issues of education, vocational education and training, and lifelong learning with a special focus on their socioeconomic dimensions. Also, the course makes reference to special issues, such as the quality and the certification of education; the investment in education and any impact at a social and economic level; the management of educational resources; the formation and the internationalisation of the market of educational services; the connection between education and the labour market, etc. By approaching particular international and European education policy themes, the course aims at helping students develop the appropriate knowledge foundations and become competent in planning, implementing and managing relevant policies and activities when they enter the labour market.Publications
