Executive Director

Articles 17 and 18 of Law 4957/2022 (Α΄ 141) provide for the position of Executive Director for a defined term of office in each Higher Education Institution who shall report directly to the Management Council (S.D.) of the University. The Executive Director is selected following a public invitation, which is expedited by the Rector of the University. The term of office of the Director is parallel to the term of office of the Management Council.

Responsibilities

1. The Executive Director of the Higher Education Institution is in charge of the organizational units of the University and their staff, except for the Internal Audit Unit, coordinates and supervises their work, ensures the smooth and efficient administrative and financial operation of the University, the implementation of its strategic plan and annual objectives and cooperates with the heads and other staff of the organizational units of the University in order to fulfill its mission. In particular, the Executive Director of the University performs the following functions:

a) assists the Management Council (S.D.) and the Rector in the exercise of their responsibilities and makes recommendations on matters assigned to him/her regarding the organization, operation and coordination of the activities of the University,

b) monitors the implementation of the strategic plan of Article 224 hereof, of the program planning agreements of Article 15 of Law 4653/2020 (Α' 12), of the annual objectives of the University and the decisions of the administrative bodies of the University,

c) coordinates and supervises the implementation of the digital transformation strategy of the University,

d) suggests the implementation of measures to the Rector of the University in order to achieve the objectives of the University, the Special Account for Research Funds (ELKE) and the Property Development and Management Company of the University,

e) participates, by Rector’s order and without voting rights, in the collective bodies of the University, which are presided over by the Rector or the competent Vice-Rector concerned, as well as the Board of Directors of the Property Development and Management Company of the University,

f) plans and coordinates the promotion actions of the University in accordance with the decisions of its bodies,

g) cooperates with the Internal Audit Unit for the implementation of the internal audit system and the improvement of the efficiency of the services provided by the University,

h) monitors the work of the committees of Articles 218 to 222 and the preparation of the plans of Articles 224 to 228,

i) cooperates with all the organizational and academic units of the University, in order to monitor the proper implementation of the decisions of the administrative bodies of the University and to make recommendations to the Rector of the University regarding measures to improve their effectiveness and efficiency,

j) prepares an annual activity report, which is subsequently submitted to the Rector of University, and

k) performs any other function determined by the internal rules of procedure of the University or assigned to him/her by the Rector of the University

2. The Executive Director’s responsibilities may include the financial management of the University’s budget (regular budget, public investment budget and own resources budget), following the approval of the Managing Council and delegation of the relevant authority from the Rector of the University, provided this has not been delegated to one of the Vice-Rectors of the University.
